Thr companies who put location restrictions – are they really enforced or is there a way around?

I have been remote however upon finding other opportunities, I see companies put restrictions only remote within USA.

However I came across some subs where people are working remotely in different countries.

I’m wondering is it really enforced, or is there any work around?
